Your idea to offer training outside of HUD’s program areas for HUD staff is an excellent suggestion. Over the last year, the Secretary has elevated staff training to an important Departmental priority and all HUD offices have focused on identifying training needs and opportunities. Within the Office of Community Planning and Development, we have initiated training programs that are designed to assist HUD staff in understanding the role of housing and community development in delivering effective community–based program and in sharpening our understanding of the opportunities and constraints in urban and rural neighborhoods in order to build and preserve high-quality affordable housing. We are interested in promoting a range of training opportunities for all of our staff, including, for example, improved information technology skills, customer service/interpersonal skills, program-specific skills, improved technical expertise in areas such as financial and grant management, and opportunities for cross-training in other program areas. As part of the on boarding process, employees are briefed on many of HUD’s major program areas. It is important for employees knowledgeable about rules and policies for specific technical programs. However, It would be a massive information gathering effort to address this across the Department at this time. If we pursue a Knowledge Management solution down the road, we could re-visit this at that time.

This idea is being implemented! It is important to be clear about learning objectives and set up follow up activities to be completed following the training. OCHCO is encouraging through the supervisory refresher and new supervisor training that training be viewed as a process, not just an event.

Employee exchanges and rotations should be discussed with your supervisor. There are many federal, state, and local government organizations as well as colleges and universities that are willing to exchange. Listening to stakeholders is one of the pillars of HUD’s Transformation. FHA’s Multifamily Office regularly engages with stakeholders in a variety of ways. Stakeholders are engaged on new policy through industry meetings, which the Multifamily Deputy Assistant Secretary, office directors, and other staff attend. During the meetings, the multifamily office provides stakeholders with important information and updates and answers any questions they may have. The office also regularly invites stakeholders to meet with them when they are contemplating policy changes. This constant engagement provides an opportunity for stakeholders to discuss draft policy changes and to work with multifamily staffers to identify and resolve potential problems before the implementation of new policies.

This is a tough issue because forms expire at different times throughout the year and are not on a uniform schedule. We can and will encourage program areas to review the specific forms they use on a periodic basis to ensure they are still serving the intended purpose. As forms expire, the program offices will endeavor to update the forms and release the information on their websites as well as to the HUD Document and Distribution Division so that the updated forms are available on the HUDCLIPS website. This is a good “customer service” idea.

Your idea is consistent with the goal of transforming the way HUD does business by creating an empowered organization that is place-based and collaborative among its program areas. In the field offices, the transformation is being accomplished through the creation of Community Assessment Teams (CATs), which will be composed of subject matter experts from each of the HUD silos. These teams will combine their program-area knowledge to identify jurisdictions with problems and devise coordinated, place-based solutions to assist local HUD clients. The goal of fostering collaboration across programs will also be reflected in the new Management Action Plan for FY2011. The Office of Field Policy and Management envisions the formation of CATs in each HUD field office no later than Fall 2010. We realize more must be done and we are committed to more colloboration.
