Placing a police sub-station in each public housing site will reduce crime and drug activity as long at it is sufficiently staffed and police establish relationships with community residents, anti-gang organizations and supportive non-profits

Improve the communication between the field offices and the federal HUD office.
Historically, there has been poor communication between the field offices and the federal HUD office. HUD grantees generally know more than the field office staff which sets up a poor working dynamic between all those involved. More time needs to be spent training filed office staff and changing the field office culture to help them to become more effective and efficient. HUD is working on making some really great changes. However these changes will be difficult to implement if the field offices do not make some fundamental changes themselves.

think about using the passions, interests, gifts, strengths, and abilities of its staff
The best way to have collaboration is to get people with common interests and passions together, talking, and this includes clients. They do this in industry trainings, in breakout groups, so this is nothing new. What needs to happen is to have Interest groups (committee sounds so bureaucratic) composed of people who share the same interest. Your enemies might be wearing your uniform, and your friends might not be wearing your uniform, so to speak. Return to old time values and responsibilities
When I grew up "it takes a village to raise a child" was not just a saying, it was a reality. People not only took responsibility for their child and the environment that their child were raised in, but relatives and neighbor's child and other family members were taken care of. We need to recultivate that same concern for our families, our work places, our faith-based entities and our environment as a whole. This is the only way to truly make our communities "inclusive and sustainable".

Allow substandard housing
When you condemn substandard housing, you are condemning people to live in housing they cannot afford. Stop giving loans to developers in return for them turning apts into Section 8. I was happy living in an apt for $450/month. After a developer got a HUD loan and renovated the building, my rent increased to $650/month, which was very hard for me. It was fine for those qualifying for Section 8, but I just missed qualifying and did not really want it anyway. Create new systems of recognition for acts of excellence
With the limited availability of spot awards, I would propose the HUD create a website or email address where supervisors, co-workers, shareholders, or general members of the public can nominate employees for an act of excellence. On a regular basis, HUD should recognize some of the best submissions, and give the employee a certificate. While this would be great for that employees morale, if HUD published a list of the acts of excellence, this could serve as a resource for the rest of the country. Create a funding stream to reward communities that adopt sprawl reducing land use laws
Create competitive grants that enable communities to improve their infrastructure if they adopt quality of life enhancing zoning and land use laws such as increased density requirements, T.O.D., Smart Growth, Urban Growth Boundaries and other sprawl reducers.

Eliminate incentives paid by servicers to process foreclosures as fast as possible.
Mortgage servicers (and Fannie) pay incentives to the attorneys and trustee companies if they can foreclosure within pre-determined timeframes. This does not create an atmosphere of haveing the lender/servicer work with the borrower.

Bring in entrepreneurial programs (Junior Achievement), teach positive mental attitudes w/role model
Bring in positive role models in sports or entertainers who volunteer to teach and educate positive mental attitudes using classic teachings of Norman Vincent Peale, Napoleon Hill, and other icons of positive mental attitudes. Bring in Junior Achievement and other entrepreneurial programs to teach and educate about starting small businesses, financial literacy, getting and staying out of debt, building a small consistent nest egg of savings for homeownership, and use financial concepts of Dave Ramsey, Suze Orman, Clark Howard, among others.

Make Multifamily loans declining non-recourse loans
Hold the Lenders and underwriters as well as the owners responsible in a monetary way for Multifamily defaults which occur within 3-5 years after final endorsement. Currently HUD pays out 99 cents on the dollar and there is no penalty to the owner for defaults. Many loans default in the first few years after underwriting. The underwriters and lenders have made their fees up-front and the owner many times has taken equity out on a refinance and there is no penalty for defaulting on the mortgage. Use new CRA requirements to incentivise lenders to do good loans for affordable apartment projects.
Right now apartment projects (both new and rehabs) developed by non-profits are having a very hard time getting loans with good terms, so that savings can be passed on to residents in the form of lower rents.

Amend 1933 Securities and Exchange Act removing Mortgages as an exempt transaction from disclosures
This would force lenders who operate on the secondary market to inform borrowers that their loan is being sold immediately and that the new owner(s) is who actually holds the note. This would prevent the owner from becoming merely a tool in a complicated transaction in securitizing a note that has been sold repeatedly and prevent excessive compounded leveraging in the market place that caused the crisis to begin with.

Emergency Response to Homelessness
Respond to homelessness just like any other horrible disaster that leaves people destitute and helpless! Immediately make sure that everyone has a liveable place to stay- water, food, clothing, and access to the services and resources to recover as quickly and smoothly as possible.
Be absolutely strategic in long-term planning and absolutely responsive in short-term relief.

Middle Class Affordable Housing
Where is the affordable housing for the person making $64,500. Many of us in this category do not qualify for rental subsidy but we still need affordable housing. We are being forced to move out of the New York City. Help the poor but help those of us who are already helping ourselves but need affordable housing too. Wouldn't it profit the city to keep the working force of people who do not depend on "rent subsidies"?

Req. PHA Board Members to be trained so they understand their fiduciary duties
Many, if not most, of the Boards of PHAs do not understand their fiduciary responsibilities. HUD PIH Field staff and the IG auditors will never have adequate staffing levels to identify and help resolve egregious problems in risky PHAs which results in millions of dollars of misspent funds and unserved clients and communities. HUD and taxpayers must rely on the Boards of Directors to understand and carry out their fiduciary responsibilities. offer model building codes that communities can copy
Since outmoded codes are the major obstacle to promoting affordable rental housing. We also need to promote better ways to pay for schooling than property taxes, because taxpayers fight affordable housing bitterly, seeing it as a major tax increase to pay for education of children in that housing.
