Be able to search employee directory by advanced search options
Currently, you can only search the employee directory by name. Having advanced search options such as title, office, or city would be really helpful and allow HUD employees to locate who they need to contact quickly.

Effective Disaster Planning
HUD should look at developing contingency plans for the efforts currently in place. For example, where will displaced residents go when disaster resources are depleted? Future disaster planning involves the use of vouchers. However, what will residents do when there is no place to take those vouchers?

teach the small landlords who own about half the nation's affordable housing how to do the job well.
Many landlords who own 20 or fewer single-family units mean well but don't understand one or more aspects of how to manage their property. If they better understood property maintenance, tax issues, code requirements, responsibilities to their tenants, civil rights, financing, and neighborhood dynamics, this critical housing could better serve its role as the core of the nation's affordable housing stock.

Start with the NEJAC report "The Search for Authentic Signs of Hope" (1996).
The National Environmental Justice Advisory Council (NEJAC) analyzed these isses in 1996 and 2006. Their 1996 report was based on a public dialogue for encouraging healthy and sustainable communities. NEJAC was ahead of its time. This would be an excellent plance to start.

World Class Service
Our goal should be "make it easier, more timely for the customer (both internal and external) before making it easier for HUD employees." This requires regular review of services / processes from the customer's perspective.

Eliminate performance bonuses for "Fully Successful" and increase awards for true above and beyond performance (Excellent and Outstanding)
Employees should not be awarded a bonus for meeting job requirements. Bonus money should be applied in a meaningful way to provide a real incentive for employees to perform "above and beyond" expectations and requirements. If a supervisor cannot document specific and consistent efforts by an employee to exceed Fully Successful requirements, then the rating should not be increased to Excellent or Outstanding and no bonus should be given to that employee.

Improve the communication between the field offices and the federal HUD office.
Historically, there has been poor communication between the field offices and the federal HUD office. HUD grantees generally know more than the field office staff which sets up a poor working dynamic between all those involved. More time needs to be spent training filed office staff and changing the field office culture to help them to become more effective and efficient. HUD is working on making some really great changes. However these changes will be difficult to implement if the field offices do not make some fundamental changes themselves.

refinance options
allow borrowers that have made their higher interest rate payments on their mortgages to refinance without all the red tape. Borrowers that have paid their current mortgages are not allowed to refinance due to all the guideline changes. If borrowers can pay what they are paying now, why shouldnt they be alllowed to refinance into a lower rate and payment without the new loan guidelines getting in the way??? I know of people that have high interest rates that have been making the payments on time and would like to refinance into lower rates, but cannot now due to lender…

Goals 3B & C - Improve Health and Economic Stability and Self Sufficiency Through Housing
It is a fact that people living in poverty often suffer from poor nutrition. Community gardening is a good way to provide low/mod families with an extra source of food, increase their intake of healthy foods and teach children that food doesn't come from a bag or container. If we allowed communities to pay for community gardens with CDBG funds, or gave bonus points to Homeless projects which had a community gardening component, we could help to meet these two goals, as well as having an impact on the environment by locals not purchasing as much food that was trucked…

SharePoint 2010
SharePoint 2010 is a vast improvement over our 2007 version. It has critical new features, such as "tagging" documents and list items with labels. The lack of these features in the current SP has prevented our office from using SP for certain projects. It also has a streamlined interface that is easier for staff to use.

think about task groups, or interest groups
We need a detailed Web Resource List, to support this. HUD does not have anywhere near enough of staff formally assigned to do this, which is a major bottleneck. The resources list is a significant part of the fuel for getting to your goals, and it should be something that grows regularly, almost as if it were a living being of information. HUD needs to foster Interest Groups, including staff and clients, in areas from microenterprise, to community gardening/Permaculture, to doing youth programs on shoestring financing, to family reunification, to AA and addiction groups, to healthy food choices, to creating…

Repair the nation's economy the way it has always healed- with entrepreneurs
In Systems Theory, which is based in part on indigenous cultural ideas, all disease is blockage. Remove the blockage, and flow heals the disease. It worked for emotional and physical healing, among indigenous people, at 1/1000 the cost of what we spend for such healing. At a societal level, we need to remove the blocks for entrepreneurs. end discriminatory rules about occupancy
Many localities in my state demand a separate bedroom for male and female children. This means a family of more than 1 could need a 3 BR apartment. Few single parents can afford a 3BR rent, and most of our family projects don't have 3BR's or larger apartments. These rules discriminate against immigrants- who are used to smaller living quarters for more people- and against single parent families. No loans to developers
When you condemn substandard housing, you are condemning people to live in housing they cannot afford. Stop giving loans to developers in return for them turning apts into Section 8. I was happy living in an apt for $450/month. After a developer got a HUD loan and renovated the building, my rent increased to $650/month, which was very hard for me. It was fine for those qualifying for Section 8, but I just missed qualifying and did not really want it anyway. I was happy living there with no dishwasher, thin windows, etc - yet a place I could afford…

Foster an atmosphere where we strive for excellence through cooperation not competition
Recognizing a job well done is simple and encouraging. Pitting one program or program office against another creating competitive win-lose situations does not encourage or produce accomplishments that support core values.
