Increase allocations to rural areas in need, but hold cities harmless by not taking away funds.
Many proposals by rural advocates would take funds away from cities and redistribute them in smaller communities. We all know there is a need for more funding, but there is a need for more funding all around, not just in rural areas. Redistributing funds means taking money away from cities which means throwing PLWHA out on the streets and increasing wait lists for housing that are already thousands of people long. If we are going to change the allocation forumla, we need a hold-harmless provision so cities that already have the highest burden of PLWHA don't see devastating funding cuts.

Directly fund CBOs for HOPWA case mngmt & a single point of entry for housing application process
A housing authority may be better suited and cost effective to process applications, conduct inspections, etc. CBOs, however, are better suited to provide information/referral, case management, etc.

Allocate funds to those who hold on to a job with AIDS/HIV health issues who need housing funds asap

Use Fair Market Rent as a formula bonus factor instead of incidence.
The cost of housing in a jurisdiction is a good indicator to use for funding distribution.

clear policies on what (SHP, 811, etc) can be used with HOPWA and consistent local rules application

Provide HUD inspector training to HOPWA Case Managers
This would help so many case managers that have the added responsibility for completing HQS inspections make better judgement calls when it comes to HUD's expectations for Housing Quality Standards and leave less of a grey area.

Changing face of HIV/AIDS
As a ASO we are seeing more diagnosed individuals who have a dual diagnosis of HIV+ and mental health issues. Perhaps we need to look at using more HOPWA dollars to fund long term transitional housing situations to enable individuals to stabilize medications, become compliant, access income programs and learn living skills so they can be transitioned into the mainstream after gaining skills.

you are on the right track allow the needed states more funds and get away from the pass, we need to
we need to make sure that the states that are receiving these funds actually utilize them for the better of the communities they serve. also we cannot keep the old formula, because that means instead of helping the living we have to make sure there are more death in that state; which make no sense, because it is the living person we are to take care of.

Provide Habitability-HQS Training on-line w/many photo ex for Ref I have many iversonb@michigan.gov
There are some training programs on-line. Have it a progressive learning - answer some questions and continue on. Be able to stop and come back another day. Most important is having photos and diagrams of common hazards to inspect. Allow them to down load the photo examples. I ran training a few years ago but other duties got in the way. I have a few hundred photos and diagrams.
Have a questions area that can be answered once a week or once a month (have a panel of volunteer inspectors answer the questions). This would be helpful to all the…4 votes -
Allow for more site inspections
Train case workers to be more sensitive to their clients life styles. Get them out of the office more often and into the living situations of their clients.
