Where is the Best Practices writeup on all the ideas that work? What? There isn't one? Where is HUD's equivalent of Global Ideas Bank? What? There isn't one? I'm curious- since we have very few models for this, and nothing that resembles a HUDWiki, or resources list, how the heck are people going to create these? If you don't know what success looks like, how the heck are you going to get there?

leveraging results with image and cheap tools
Using our image to improve our image and make us more effective makes a lot of sense to me. Disclaimers about endorsement can be entered, if necessary. While we're at it, where is the Employee of the Month, Regional EOTM, and National EOTY contest, huh?

Have a Best Practices contest, web-based, to gather descriptions of what works
We need a Best Practices website, where anyone could nominate best practices, with enough good questions that we get enough detail so anyone could copy the Best practice. The HUD 1994, 1999, and 2000 BP contests did not bother collecting this data! The whole point of a BP contest is to spread out what works. We need at least 30-40 categories of BP, also. Challenge the self-help industry to develop models for success for our residents
A kid out of a project made it to Brown, and graduated; the books about was titled The Substance of Things Unseen. Marianne Williamson notes that this is possible- why is it made so difficult? Tony Robbins is well known. T Harv Eker, Les Brown, Dr. Richard Bartlett, Paul Bauer, Joe Vitale, and many others make their living with transforming ideas. Reweave the broken net of family and community
Cornel Lewis's book about the War on the Family notes that when he was a lad, whatever society's problems, there was a protective layer of community and family to protect children, and even provide refuge for adults. His book notes that this is largely gone now. In my state, foster homes get something like $500/month, to do what families do without cost to the state, much better. Which is more cost effective?

Remove obstacles to creating affordable housing
The major obstacle to creating affordable housing is building codes. In Japan, railroad stations have cubicles where, for a fee, people who miss their trains can sleep. They are lockable. The major complaint homeless people have is that shelters aren't safe- well, an open bunk system isn't safe. Even hostels do better than that. Why should single people be limited to expensive efficiency apartments, if they would be happier with something smaller? Wait until online systems work and are tested befor requiring agencies to use those systems.
Countless hours are wasted by trying to access and use systems tht do not work. Wait until the system is really read before rolling it out.

Create Equity Protection programs to protect homeowners' equity against market decline.
Home Equity Protection (HEP) protects a borrower’s property and mortgage against regional housing market decline. By doing so and preventing equity loss, HEP will prevent underwater mortgages and voluntary defaults.
As more borrower purchase Home Equity Protectionwithin a market, that market gains incremental stability. The cost of the program cheapens as a result., motivating more borrower to purchase it. This cycle of increasing participation and price reduction leads to market stabilization. This benefits the borrower, the lender, and the economy in general. It is a win-win-win.

work with providers in this field, to introduce microlending to HUD projects. Even increasing resident incomes by as little as $5,000 per year has all kinds of positive effects. We need to make helping non-disabled residents into self-sufficiency a priority.

Showcase of Sustainable Housing
HUD should consider creating something similar to DOE's Solar Decathlon. It's a great idea to promote sustainable housing initiatives, manufacturers, developers, etc. HUD can tailor a similar contest for specific regions and/or purposes. Housing that is suitable for the Gulf Coastal region can be highlighted, or housing meant for dense urban areas and /or mixed suburban uses.

Location efficient mortgages
HUD should create and promote a location efficiency measure that accounts for a community's walkability, transit accessibility, and proximity to retail and employment centers.
HUD should encourage realtors, mortgage lenders, and other big players in the housing market to adopt this measure and induce a paradigm shift in the private market.

Mixed income housing
Low-Income Housing Tax Credit developments and traditional public housing projects tend to be very homogeneous in terms of income. We can't keep putting all our poor people in the same building and expect them to become self-sufficient.
HUD should use programs like HOPE VI and Housing Choice Vouchers to create more mixed income communities of opportunity. HUD should also work with local partners to promote the use of inclusionary zoning.

Use church parking lots to build low income apt. bldgs (prkng below) in urban areas.
Given incentives to non-profit organizations to turn their parking lots into spaces for building low-income housing in urban areas where land prices are prohibitively high. Our church did this, and included a parking garage for church use. We lost only 5 parking spaces, but gained 16 units of affordable family housing. Low-cost loans, grants, could make this possible for many others to do.

Implement more affordable transportation systems
If there are more affordable transportation systems in more rural areas where people can work and shop relatively close to home, then eveyone having a car would not be necessary. Then when transporation costs went down, rent would automatically become more affordable.

Turn RV Parks into Senior Independent Communties
RV parks all over the country are going out of business. With a few revisions, HUD could give grants to these parks, and they could create beautiful age 62+ Park Model Independent Living Communities (and even assisted living) for limited income seniors and those with disabilities. It would both stimulate local and rural communities, and would keep and add jobs for people who own RV parks.

Conversion of properties to assisted living with availability of medicare/medicaid vouchers
With so many low income seniors aging in place, it is time for the state to step up and work collaborativley with HUD to make vouchers available to our seniors so they can remain independant. We can convert but without being able to bill for services our low income seniors can't afford to pay for services and we can't budget for them. It breaks my heart that no one can see the cost savings versus a nursing home and the benefit to our seniors.

Mortgage insurance for affordable student rental housing
The lack of healthy, affordable rental housing for students is a national problem. Colleges and Universities provide some dorms, but many students live in hazardous rental units around campuses. HUD's Multi-family Housing office should create a new mortgage insurance program to increase the supply of affordable student rental housing.

Develop a Business Incubator model in housing
Housing is expensive. People need more options in earning income, and they need help becoming self-sufficient. Why not have a model Business Incubator program, in partnership with agencies such as SBA, and organizations such as AEO, using microlending, to help residents launch and maintain businesses.
