I have noticed that the government has come up with a modifiacation program that is intended to keep people in ther homes. Unfortunately I think they have missed the mark. Unlike people that cannot pay their mortgage, there are those wo are! The problem with the realestate market is that it needs a balance adjustment in almost all areas of the country. The home values are falling dramatically in many areas. In order to stimulate the economy the home owner that is upside down in there mortgage should be able to refienance there home at the new assessed value. This would allow good responsible customers that have been paying their mortgage the ability to refianance at the right values and rebalance. It is not the conusmers fault that the housing prices fell. What incentive does this person have to stay in there overinflated loan? None! That is why forclosures are so high! A person who was paying 2000 dollars on ther overinflated mortgage may be only paying 1500 instead at the new assessed loan value. This gives the person 500 dollars more income to spend or save. If you free up in come then spending occurs. This is the plan that should be used before the economy and realesate crashes. A steady increase in home values of 1-3 percent is plenty, not overinflated numbers. Stop building homes until all the invelntory has been filled!

It is an absolute sin that people making 72,000 or more dollars per year can live in HUD housing and get Section 8. NO ONE even with 10 kids, needs hud with that kind of money. I mean, when there are so many who can't get into the programs and they are dying in the streets.
So, lower the upper limits. And start making those above the limits, vacate HUD properties after 6 months of that income level that is expected to continue.
Begin lowering the upper income limit by 10% per year , til it is lowered by a full 30%. This will help allow the ones who are truly destitute, to get into housing quicker.
It is a sin, a shame, and a horribly unjustified waste, to fund people bordering on middle class, with subsidies or units. They can go get it on their own and they'll survive ok. SAVE it for the ones who can't pay rent without the help! THIS imbalance currently happening is because too many people are qualifying, so stop letting those at the upper limits in to the programs. THERE SIMPLY ISN'T ENOUGH TO GO AROUND! it's criminal to pay the lower middle class to live in subsidized units while the destitute are homeless!
