HUD's technology programs (e.g. Neighborhood Networks), should play a more significant role.
For the HUD to effectively serve its constituents and the Nation, it must think beyond simply putting roofs over Americans' heads to creating programs that empower Americans to stand on their own two feet. For HUD to fulfill the vision, mission, and goals — particularly sub-goals 3A, 3C, and 4B — proposed in its FY2010-2015 strategic plan, technology must be a key component of the Department's long-term strategy. Implement CPD's Staff-Led Center for Excellence Concept
The purpose of the Center is to build upon CPD’s transformation efforts by strengthening its learning and leadership culture, and ensuring that this culture is the dominant culture within CPD. Union and Management Partnership
The union and employees need to be seen by managers as partners instead of advesaries. This change needs to come from management with follow through to Field Managers.

There definitely needs to be subgoals under the category "Transform the way HUD does business."
Without subgoals under the category "Transform the Way HUD Does Business," then there are no clear expectations for either employees or the public.

Goals without resources are cars without gas. They won't go anywhere.
The one fear staff have here, about realistic goals, is that they will be set by people in an ivory tower who have no idea what life is like in the trenches. Giving someone goals without also giving that person the resources necessary to achieve that goal is grossly unfair, and it accomplishes nothing. HUD has had a habit of doing this, in the past. Since HUD has terminated supervisors for not meeting goals- even when they were grossly unrealistic, supervisors are understandably nervous about such goals. I didn't see the part about not letting management pay itself 80%+ of the bonus $ and time off awrds
Have you looked at the percentage of bonuses and time off awards going to management? I'm curious, this is allegedly some kind of motivational tool, how well is it going to work, if over 80% of it isn't even going to staff? This may have changed in the last year, but that's how it was prior. Is that how this thing works out? Staff do lots of work, and people like [name redacted by moderator] get to praise themselves on HUDwide email? Several times? How is that going to accomplish any of your goals? I recommend that HUD be a "responsive resource" in lieu of a "good neighbor" for the public.
Under the vision statement for the public it begins with "We will be a good neighbor..." I believe what the public wants most from government agencies is a quality, timely resource for them personally when they need it most.

An overhaul to HUD's strategic plan has been long overdue.
The new strategic plan creates challenges and oppportunites for each program area within HUD to rise to the occasion to fulfill the missiion of HUD in a way that it never has before. I'm excited about the idea of a transformation within HUD and working with our partners to do all of the other components of the new and improved plan.

The Field Office staffing system is broken
From a productivity standpoint, it makes no sense to allow one Field Office to run a program 33% understaffed just because other Field Offices are over staffed in that program area. Balance the staffing throughout the country.

Ensure the strategic Sub-goals are based upon regulatory & budgetary allowances & are measurable
It appears that there are Sub-goals such as 1B "Protect consumers when they buy a home," that may be difficult to measure. RESPA reform and homeownership counseling are examples of consumer protection, but how do you put a tangible measurement on these? However, we could measure the number of Lead-based Paint homes that are abated, the number of HUD homes that offer 1-year warranties to low- to moderate-income purchasers, etc. 4A "Excel in disaster preparedness, resiliency and recovery" does not appear to take into account all of the regulatory barriers facing HUD in housing citizens faced by disasters (e.g., Public…

HUD should offer a 1-year warranty on HUD Homes.
Under Goal 1B: "Protect consumers when they buy a home," HUD should offer a 1-year warranty when selling HUD homes. Some sellers do offer warranties and HUD should lead by example, particularly since utilities are disconnected making it very difficult for buyers to get a comprehensive home inspection. Plus, this would offer a greater incentive for people to purchase HUD homes and would help to move HUD's inventory quicker.

Some Sub-goals seem too closely tied together.
Sub-goals 3B and 3C are virtually the same as 4B and 4C, except the goals for #4 include the community (4B includes all community residents and 4C includes preserving community assets). It seems that the Sub-goals should be placed under one Goal or the other instead of being redundant.

HUD should be recognizing staff achievements every week at least.
[Name redacted by moderator] put out a lot of self- praise, recently, for doing so well on the CFC. That's great. I put my money into CFC, so some clown in HQ can crow about it? I felt like revoking my contribution card, and almost did. micromanagement is not productive, or supportive of these goals
Apparently more than a decade of Dilbert hasn't affected management. Overly prescriptive micromanagement slows the work down. General Patton basically gave his units goals, and didn't specify how to accomplish them, because he knew his troops knew more than he did, at their level. Government agencies prefer to be overly prescriptive, far more so than handbook and legislation requires. The result is that work processes slow down, and often stop. We should have a better auditing system regarding non-profit organizatins that receive grant money
Non-profit organzations that receive grant money for education and outreach do not have to report any success stories. There's no auditing nor monitoring or reporting requirements to follow up behind these agencies to double check that they used the money for education and outreach. Many agencies have a small staff, less than 7 housing counselors and they do not work evenings or weekends. I have not seen any marketing material regarding the services that they provide, no actual community event. So why do they receive millions of dollars and no release of how they used the funds?

Reward the people who achieve these goals: with at least recognition
What is measured, or what gets attention, improves. I assume that you want to accomplish these goals. If that is the case, how can you reward those who do, both inside and outside of HUD, cheaply, since you won't have a lot of extra resources for this? This is a very important question.
Surveys show that the one thing employees- i.e. people- want more than anything else is APPRECIATION. It is also the thing they usually get least. Why? What you concentrate on grows. We have concentrated on need for the last 60 years, and what has grown - need.…

Would educational & early childhood development outcomes be limited to HOPE VI & Choice Neighborhood
For Sub-goal 3A would the focus be on HOPE VI and Choice Neighborhood programs since they stress (by providing extra points) early childhood development programs? Would it go beyond this scope to include other HUD-assisted agencies that have educational programs currently in place? How would this accurately and professionally be assessed, particularly for this age group?

Re edit the strategic plan to specifically include the previous faith based initiatives
It appears as though we removed the words “faith based,” from the strategic plan lexicon and replaced it with non profits. I feel that this is a major mistake due to the perception and implication that will quite naturally be derived from this semantically inappropriate error. Our previous effort to partner with faith based communities across the country has just begun to see the manifestation of fruits from their newly established relationships with HUD. To stop or stall this process midstream would only turn the clock backwards or reverse the successful relationships that have already occurred. As the old proverbial…
