Create a HUD mobile application
This would expound upon HUD's social media and would allow android and other app users to access HUD programs and information in an interactive way.

E-mail sync
Currently HUD email can't be synced with mobile devices (like an iPhone). HUD IT should allow this and provide support to employees who would like to use this function.

Ensure that all conference rooms with computers have MS Project installed
A simple fix - make sure that MS Project is available on conference room computers so that teams may work together on project milestones and schedules.

HUD Mandate to post Section 504/Title II and III Self-Evaluations, Transition Plans, Affirmative Marketing Plans Online
State and local government and public entities (including contract administrators, grant recipients, subcontractors) should be mandated to post daily self evaluations, transition plans, and other operational information online so that they are readily accessible to the general public for comments. This helps reduce FOIA requests.

HUD and federal agencies need to quantify and utilize one definition for extremely low, very low, low, and moderate inc
State and federal agencies are deceptive when referring to income - the terms for extremely low income, very low income, low income, and moderate income for program/income eligibility are used in a misleading and inconsistent manner. We need to use one definition and quantify the term in all references to the public.

Be a Participant-Not an Observer
Through our grants award and scoring processes, HUD does a good job of drilling down the mission and goals. For example, the Consolidated Plan, the PIH Administrative Plan and the ICDBG/CDBG scoring process brings focus to HUD’s goals. However, HUD is virtually invisible during the participation process. HUD is rarely visible during, say, a LIHTC QAP review. HUD personnel are not present at local Consolidated Plan review. Over the years, HUD has abdicated its leadership role; the agency has allowed itself to be “bypassed” as a function of its role as a “pass-through” agency.

The FOIA program works just fine when it's implemented according to regulations. We should do more to promote it.
The FOIA provides a requester of information a reasonable time period to obtain it and it has built in checks and balances on determining if a request is reasonable or not. We should do more to promote the FOIA to our fellow employees and the public at large. This will demonstrate that we practice what we preach with respect to transparency!

Change the organizational structure to one that promotes "ONE HUD" and a corporate perspective versus a program perspective. The current structure, with cylinders, and directors at the regional and field level reporting to various supervisors instead of the Regional Adminstrator or Field Office Director promotes separation, ineffectiveness, and dysfunction at the levels that require a cohesive leadership team under the direction of one manager--not several.

put more emphasis on sustainability in it's strategic plan.
Goal 4 relates to building sustainable communities free from discrimination. However, there is nothing in the MAP that is guiding us to become more sustainable in the way we as an agency does business. We need to be setting the example and requiring our partners and grantees to do the same. Why are we not mandated to implement green procurement practices? Why aren't we required to recycle and decrease our waste stream? Our office is trying to do more because of a select few who care a great deal have made it a priority. Establish an internal Ombudsman Program
Establish an internal Ombudsman Program to assist HUD employees to discover solutions to their work culture issues prior to the problems getting too far out of reach. The ombudsman's role is becoming better known, within Federal Government Agencies. And, there seems to be a fair amount of bi-partisan support for this program concept in Congress. Program areas should include additional reference information to Limited Denial of Participation lists that are published!
When HUD Program areas make available Limited Denial of Participation (LDP) lists, it is to notify stakeholders and the public that business entities or individuals are ineligible from doing business involving HUD-specific programs. Additional reference information should be included with the HUD LDP lists notifying the stakeholders and the public to also refer to the Excluded Parties List System (EPLS) maintained by the General Services Administration. The EPLS provides information on business entities and individuals ineligible from doing business involving all Federal program. The EPLS can be accessed via the internet at http://www.epls.gov.

HUDS Grievance Process: Management Study
A study of the HUD’s grievance management practice, specifically, concentrated on identifying the Agency efficiencies of grievance filing activity and the factors associated with the early resolution of grievances is essential. To the best of my knowledge, no study has ever been attempted to identify the factors that may influence a grievance basis and the outcome of a grievances. Provide Organic Food to support Employee's Health and best Agricultural Practices
In the rush to produce more and more crops to satisfy growing demand producers have had to resort to using a lethal cocktail of pesticides to control disease and insect attack.
Also don't forget about the cocktail of anti-biotics and hormones that cattle and poultry are force fed.What happens to those chemicals when the animal dies?

Create on-line access to PIH ACC amendments
Each Regional or local PIH Office should have on-line access to every ACC amendment passed by the PHAs in their area for which they are responsible. It is difficult to determine what the sequence of amendments to the ACC are. Record keeping has not always been the best.

Alliance with Corporate America in Job/ Housing Program
HUD has several programs for creating jobs and housing opportunities with funds available for non-profits to achieve the desired objectives. What we are targeting is short-term problems and the program strategies are implemented with blinders focusing on correcting the situation instead of leaving behind the lasting milestone for continuous adaptability to the resolution for future stability. Con Plan must have user-friendly format so anyone can read it and know what we plan on doing and why
The layout and flow of the document is important so that anyone in my community can understand what the document is for and how we came to our conclusions. CPMP, for example, did not foster understanding or ease of use. We should be telling our story, explaining our processes and encouraging others to review our work and critique it through the public document we produce.
