Energy Conservation Policy
In Alaska some of the highest recorded costs for energy are upon us. To force energy conservation in construction or renovation for residential units the principles of Passive House and Net Zero should be looked at for policy implementation. Currently Alaska has the Building Energy Efficency Standard but this standard is not enough due to being able to test a home/unit by one of two standards. Either the Prescriptive method or the Performance method. In new construction generally homes are tested with the prescriptive method. there are homes that are 5 star energy rated but do not perform to a 5 star energy rating. I believe that if the passive house philosophy and also net zero attitude homes can be sustainable and affordable.

Nome has nearly 14,000 heating degree days (65 set point). The average home in our region consumes 800 to 1,000 gallons of fuel oil costing over $6.00 / gallon per year. The benefits of energy efficiency retrofits (weatherization) can be substantial in this environment, but they pale in the face of the benefits of designing and building a structure right in the first place!
